Fix SCARLET NEXUS NH-D9L Throttling
Combat in SCARLET NEXUS pushed my Noctua NH-D9L to its limits, spiking CPU temps above 90°C and dropping FPS to 45. I tried adding case fans, but the noise increase wasn't worth the minor temp drop, leaving me frustrated. I used GamePP Hardware Sensor to monitor cores and reduced the CPU power limit from 125W to 105W. Cinebench R23 confirmed temps stabilized at 85-88°C with only 15% performance loss. This export of data proved the fix works.
