BIOS Load-Line Voltage Fix
It's ironic that with a new 9600X, I'm experiencing micro-stutters exactly when releasing superpowers in SCARLET NEXUS. I tried disabling PBO in the BIOS; while it stabilized, I lost 15 FPS, which was an unacceptable compromise. I used the GamePP BIOS Load-Line Voltage Adjustment Wizard to switch to L3 mode and set a -0.05V offset. CapFrameX showed frame times stabilized at 9-13ms, and the final core voltage was confirmed at 1.15-1.22V via HWiNFO64, while AIDA64 monitored temperatures at 68-78℃.
