Why does No Rest for the Wicked stutter during Boss fights?

Facing a massive Boss, my screen suddenly stuttered like a slideshow—a total mockery of my 64GB RAM. I first tried disabling all unnecessary background services, but the frame rate only increased by 2 FPS, which felt like a waste of time. I used the GamePP Resource Scheduler to set memory access priority to Highest and disabled Windows memory compression. RivaTuner showed average FPS recovering from 52 to 75-82 FPS, while AIDA64 measured controller latency dropping from 85-110ns, and HWInfo showed 55-62℃ temps.
