Why is there frame time jitter during aiming in GTA V RP on Colorful BATTLE-AX B760M-D PRO V20?

Aiming felt laggy due to camera driver conflicts. I tried uninstalling background apps, but it caused a black screen. I used the GamePP Peripheral Driver Conflict Detector to disable the camera sync service. RivaTuner showed frame time dropping from 8-12ms to 5-6ms. Temps stayed at 58-64℃. I exported the config to save the fix.
