How to stop Gears 5 combat stutter?

Combat summons caused maddening stutters. I tried adjusting virtual memory, but it made frame drops worse. I used GamePP NVMe Queue Depth Config to set depth to 2048. CrystalDiskMark showed 4K read speed jump from 45-52MB/s to 68-75MB/s, and load times dropped to 5s.
