How to reduce response latency on Colorful CVN B760M FROZEN WIFI?

The mouse cursor feels like it's drifting or floating, and that millisecond of delay is a total nightmare when you're trying to hit headshots. The C-State power saving on the Colorful CVN B760M FROZEN WIFI D5 V20 was causing the CPU voltage to swing between 0,7V and 1,1V during low-load transitions, adding about 12-18ms of response time. I tried the Windows High Performance power plan first, but the CPU just spiked to 85C without actually fixing the lag, which was incredibly frustrating.
