Fix VRAM Scheduling Latency

Using a low-profile card for Valhalla's massive maps is pure torture; I saw severe texture popping on buildings due to scheduling delays of 20-35ms per GPU-Z. I tried increasing virtual memory to 48GB in Windows, but this didn't solve the internal VRAM scheduling conflict and actually increased the frequency of frame drops. I used the GamePP Resource Scheduler to force the game's VRAM I/O priority to Real-time and killed all background browser plugins. Benchmark tests showed texture loading time dropped from 5s to 1.8s, GPU temps stayed at 65-72℃, and fan speeds hit 1800 RPM via GamePP.
