Why does my Ryzen 9 9950X3D throttle in Apex Legends?

I was shocked when the 9950X3D hit 95℃ and throttled in Apex. I tried 100% fan speed, but the noise was unbearable and temps only dropped 3℃. Using GamePP Fan Curve Config, I set the curve to 85% at 80℃. HWiNFO now shows temps stable at 78-82℃. Cinebench confirms no throttling. The cooling data is exported.
