How to stop Ryzen 7 9700X throttling in Sword and Fairy 7?

In the busy city hubs, my FPS would jump randomly between 90 and 50, which felt incredibly janky. The 9700X was spiking to 92-95℃ almost instantly, triggering the aggressive PBO downclocking that tanked my frequency from 5.3GHz to 3.8GHz. I first tried capping the TDP to 65W via software, but that cost me about 15% in raw performance, which felt like a bad compromise.
