How to fix Resident Evil Village frame drops with Huntkey Blizzard T400 Snow?

Dense cloud layers in Resident Evil Village caused massive frame drops from 120 to 55 FPS. My overclock caused uneven core scheduling. I tried setting the Windows power plan to Performance, but the lag persisted. I used the GamePP BIOS Load Line Voltage Regulator to set Load Line to L3 and bumped voltage to 1.40V. Cinebench R23 scores rose from 35000 to 36500. The system stabilized, verifying the fix worked perfectly.
