Solving CPU Clock Fluctuations on Noctua NH-D15 G2

Riding through the crowded streets, I noticed these tiny, rhythmic freezes every few seconds that completely ruined the immersion. I checked the GamePP Hardware Sensor Page and found that even with a beast of a cooler, transient loads were pushing CPU temps to 82-88°C, causing the clock to fluctuate between 4.2-4.8 GHz. I tried setting the fans to 'Full Speed' in the BIOS, but it only dropped temps by 3°C while making the PC sound like a vacuum cleaner, and the stutters remained. I realized that raw speed isn't the answer—response time is. I went into the GamePP Fan Curve Config Panel and slashed the response delay to 1 second for the 75°C-85°C range.
