How to fix core scheduling issues on Intel Core i5-13490F CPU now?

Fighting those massive machines is great until your 75 FPS starts jumping like crazy. It makes the combat feel jittery and unreliable. My i5-13490F was swinging between 4.2GHz and 4.8GHz under load, causing frame times to oscillate wildly between 11ms and 24ms. I tried enabling 'Ultimate Performance' in Windows, but that just spiked my CPU to 92℃ and triggered a thermal throttle—totally counterproductive. I headed into the BIOS, set a core voltage offset of -0.05V, and killed off some useless background thread scheduling. RTSS showed the frame time variance shrinking from 13-28ms to a tight 11-14ms. It was a bit of a struggle; my first attempt at -0.05V caused a black screen reboot during the loading screen, so I backed it off to -0.03V for the perfect balance. CPU temps are now 68-75℃ with fans at 2100 RPM. Cinebench R23 loops confirm the clocks are locked, and RAM is sitting at 58-63℃.
