How to stop 1-second freezes during fast travel in MGS Delta?

Whenever my character fast-travels on the map, the screen freezes for about a second, destroying the tactical fluidity. I first tried updating to the latest motherboard BIOS, but loading times barely changed, making me very cautious. I then used the GamePP Resource Scheduler to raise the game process priority to High and closed background sync software. RTSS frame time curves converged to 9-15ms, and AIDA64 confirmed memory temperatures at 44-52℃ with HWiNFO showing 65-81% load.
