How to fix 0.2s freezes while driving fast in Cyberpunk 2077?

Speeding through Night City in Overdrive mode was ruined by 0.2s instant pauses. I initially tried the 'High Performance' disk mode in BIOS, but it just wasted power without stopping the stutters. I used the GamePP NVMe Queue Depth Configuration to raise the limit from 1024 to 2048 and enabled forced cache flush. RTSS showed frame times dropped from 15-35ms to 12-18ms, and GamePP noted temps at 42-48℃.
