How to fix random micro-stutters in Apex Legends on MSI Z890?

I was experiencing random micro-stutters during high-speed Apex combat, which were incredibly distracting and felt like sand on silk. I tried disabling all Windows power-saving options; CPU frequency locked, but the random stutters persisted, yielding no result. I used GamePP BIOS Load-Line Voltage Adjustment Wizard to switch to L3 mode and set VCCSA to 1.25V per HWiNFO. RivaTuner showed frame time stabilized at 6-9ms, with CPU temps at 65-85℃ per GamePP.
