How do I fix WoTH2 frame drops from E-Core scheduling issues?

WoTH2 cloud layers dropped my FPS from 120 to 48. I tried Performance mode in Windows, but it ignored the E-Cores. I used GamePP BIOS Load Line Voltage Wizard to set LL to L3 and raise VCCSA to 1.25V with a +0.01V offset. Per Cinebench R23, multi-core scores jumped from 35800 to 37200, and temps dropped to 82℃. I backed up the BIOS config to ensure it stays stable.
