Why does Unknown 9: Awakening lag in cloud layers on ADATA ValueRAM?

Flying through dense clouds dropped my FPS from 120 to 48. It was unbearable. I tried Performance mode, but it didn't fix the E-Core latency. HWiNFO showed temps at 78-84°C. I used GamePP BIOS Voltage Tuning Wizard to set Load-Line to L3. I increased VCCSA voltage to 1.25V. Cinebench R23 multi-core score improved to 37200 points. CPU-Z showed frequency at 6.0GHz. The physics are smooth now.
