Why does Total War: Warhammer III stutter during battle loads?

I was infuriated by stutters during 10,000-unit battle loads, with CrystalDiskMark showing read latency spiking above 45ms as the SLC cache filled up. I tried installing the game on a different partition, but the stutters returned after an hour of play regardless of where it was stored. I used the GamePP NVMe Queue Depth Configuration to set the depth to 2048 and enabled forced write cache refresh. RivaTuner then showed frame time converged to 15-20ms, and HWMonitor recorded SSD temperatures between 48-56℃.
