Why does Starfield lag in cloud physics?

Dense clouds caused physics lag and FPS drops. I tried Performance power mode, but latency remained. I used GamePP Voltage Regulator to set LL to L3 and VCCSA to 1.25V. Cinebench R23 showed score rise from 35800 to 37200, and temp dropped to 78-84°C.
