Fix Addressing Latency
The most breaking part was crossing the Chernobyl ruins when the screen suffered a severe stutter; this typical addressing cycle fluctuation of large-capacity memory made me want to complain. I first tried closing all background software, but response speed only improved by 1ms, which was useless against this low-level scheduling issue. I used the GamePP Resource Scheduler to set memory allocation to Low Latency Priority and disabled CPU C-State. Frame time converged to 8-16ms per RTSS, with memory temps at 52-58℃ per HWMonitor and 62-88ns latency per AIDA64.
