Why does Neverness to Everness drop to 48 FPS during cloud layer physics calculations?

Crossing dense cloud layers caused the frame rate to plummet from 120 to 48 FPS. My i9-14900K was overclocked to 6.0GHz, but Core Temp showed uneven core loads. I tried setting Windows Power Plan to Performance, but the E-Core latency remained high, which was a superficial fix. I needed a deeper solution. I used GamePP BIOS Load Line Voltage Wizard to set LL to L3 and adjusted VCCSA from 1.20V to 1.25V. Cinebench R23 scores jumped from 35800 to 37200 points. Core Temp showed stable temps at 78-84℃.
