How to fix VRAM load oscillation in Helldivers 2 with Sapphire RX 9070 XT?

Facing massive bug swarm explosions, my frame rate looked like an EKG, swinging wildly between 40 and 70 FPS, which was incredibly aggravating. I first tried clearing system temporary files and optimizing drivers, but it had zero impact on the frame drops, leaving me very dissatisfied with these superficial fixes. I used the GamePP Resource Scheduler to set the game process to Realtime priority and pushed background interference to Low. Now, VRAM temperature stays at 65-72℃ per GPU-Z, VRAM frequency is 20-22Gbps per GamePP, and frame times are 13-18ms per RTSS.
