How do I fix screen tearing and input lag in Grand Theft Auto V?

Speeding through Los Santos, the screen tore and controls felt delayed. I turned off VSync, but the tearing got worse. I used the GamePP Power Plan Switcher to enable Adaptive VSync. I also locked the frame rate cap. FrameView now shows stable 12-15ms frame times. Input latency is under 8ms. The visuals are smooth and responsive. I backed up this configuration to ensure consistency.
