Why does GTA V RP stutter during map switches on B850M?

Map switches dropped FPS from 60 to 45. I lowered graphics, which felt like a compromise. I used GamePP System Backup and Configuration Export Tool to save the stable driver state. Testing confirmed the backup was effective. The game ran smoothly, so I completed the backup.
