How to fix micro-stutters on MSI B760M BOMBER DDR4 in DS2?

I felt totally disconnected while walking through the wilderness; every time a new terrain block loaded, a subtle pause broke my immersion. I tried enabling Extreme Performance mode in BIOS, but my CPU temperature spiked to 88℃ per AIDA64, causing thermal throttling that actually made the stutters worse. I then used the GamePP Resource Scheduler to set the game process priority to Realtime and disabled redundant background services. After this, frame generation time converged to 14-18ms per RTSS, and memory temperature stayed a cool 44-50℃ per HWMonitor.
