How to stop texture flickering in Ghost of Tsushima with 6400MHz RAM?

I was fed up with my 6400MHz RAM causing texture tearing and 100ms stutters while riding through grasslands; it felt like an insult to the graphics. I tried enabling Low Latency mode in the drivers, but flickering actually increased, which was an infuriating and illogical result. I used GamePP BIOS Load-Line Voltage Guide to loosen primary timings to 34-36-36-80 and increased voltage to 1.38V. AIDA64 confirmed latency stabilized at a constant 68ns, with temperatures remaining at 50-56℃.
