How to fix severe frame rate fluctuations in Code Vein II on Onda H610M+?

It was so annoying; despite having enough CPU power, my FPS would plummet from 60 to 30 during fights, which was maddening. I tried enabling High Performance mode in the drivers, but this actually increased the voltage drop magnitude, making the stuttering worse. I used the GamePP BIOS Load-Line Voltage Adjustment Wizard to lock the core voltage at 1.22V and tuned the load-line. Frame times converged to 16-22ms per RTSS, and motherboard temperature stabilized at 78-84℃ per HWiNFO64.
