Why do I experience micro-stutters during quick turns in Splinter Cell?

I felt completely ripped out of the stealth immersion whenever I turned quickly; the lag was jarring. I first tried manually expanding virtual memory to 32GB in Windows, but that just increased disk swapping overhead and made the frame drops even worse. I finally used the GamePP Resource Scheduler to elevate the game process to 'Realtime' priority and dropped background apps to 'Low'. AIDA64 showed memory latency stabilized from 95-115ns, and FrameView confirmed frame times dropped from 22-40ms to 14-17ms, with temps at 42-48℃ per HWMonitor.
