How do I fix the memory scheduling lag in Horizon Forbidden West?

I honestly felt like throwing my PC out the window at first. I tried using a generic game booster to optimize background processes, but it only reclaimed about 2.3 - 3.0 GB of cache, and the frame time graph still looked like a jagged mountain range.
