Why does Hitman 3 stutter in crowded scenes with Noctua NH-D9L?

While infiltrating the Dubai skyscraper rooftop, I noticed micro-stutters whenever the camera swept across crowds, which totally broke the immersion. I tried setting the fan mode to full speed in BIOS, but the noise became unbearable while only lowering the temperature by 2℃ per AIDA64. I then used GamePP Fan Curve Configuration to set the 80℃ threshold to 100% load and added a 5-degree hysteresis zone. Now, core temperatures stabilized at 74-79℃ per HWiNFO64, and frame times converged to 14-18ms per RTSS.
