Why does Genshin Impact stutter in Sumeru with an i5 13490F?

I felt totally defeated while exploring Sumeru Rainforest; the dense vegetation caused my FPS to plummet from 60 to 42, ruining every fight. I tried disabling all power-saving options in the BIOS, but that just spiked my CPU temperatures to 88℃ per HWMonitor without fixing the stutters. Finally, I used the GamePP Resource Scheduler to set the game process to Realtime priority and moved background tasks to Low. My core load stabilized at 65-78% per AIDA64, and frame time converged to 12-16ms per RTSS. It feels buttery smooth now.
