How to fix unstable CPU clocks on the Soyo SY-Classic B660M?

Whenever I hit the street sections, the CPU clocks were bouncing wildly between 4.2 GHz and 2.8 GHz, causing these nasty micro-stutters over 18ms. I tried enabling 'Ultimate Performance' in Windows first, but that was a disaster—temps spiked to 96℃ and triggered a hard thermal throttle. I had to dive into the BIOS, switched Load-Line Calibration from Auto to Mode 2, and bumped the Power Limit from 125W to 150W. Checking HWiNFO, the voltage swing tightened from 1.12-1.35V down to a steady 1.21-1.27V, and frame times dropped from a messy 14-32ms to a clean 10-15ms. I actually tried a fixed 1.22V offset at first, but the system just BSOD'd during scene loads until I switched to Dynamic Voltage Offset. Now the VRMs sit around 65-72℃ with fans at 1100 RPM. Ran a stress test and the clocks are finally rock steady, with frame times locked at 10-15ms.
