Why does zooming in Cities: Skylines II cause disk spikes?

I felt totally cheated when my mega-city started freezing every time I zoomed in; the disk usage hit 100% and it ruined the flow. I first tried disabling the indexing service in system settings, but it had zero impact on loading latency, leaving me stuck. I then enabled GamePP NVMe Queue Depth Configuration, raising the depth from 1024 to 2048 and adjusting the write cache flush strategy. CrystalDiskMark pressure tests showed 4K random reads rising to 68-75MB/s, with temperatures stable at 44-51℃ per AIDA64, while initial reads were only 35-52MB/s per CrystalDiskMark.
