Why is my game stuttering in multiplayer market scenes with Crucial 16GB RAM?

I was so hyped for this masterpiece, but my 16GB Crucial RAM was a nightmare, with usage hitting 92-98% and causing heavy swapping. I tried closing every single background program, but memory usage only dropped by 600MB, which did absolutely nothing. I used the GamePP Resource Scheduler to force release inactive cache and set the game to 'Highest' priority. RTSS showed frame times recovered from 16-30ms down to 12-15ms, while HWInfo64 confirmed temps stayed at 40-46℃.
