How to fix random 0.3s stutters in The First Descendant combat?

I'm so hyped to fix this! Facing large BOSSes used to trigger random 0.3s stutters that ruined every fight. I first tried disabling all Windows power-saving options, but that only gave me 2 FPS and raised CPU temps by 6℃. I then used the GamePP BIOS Load-Line Voltage Adjustment Wizard to switch LL mode to L3 and added a 0.015V offset. RTSS showed frame times converged to 11-15ms, AIDA64 confirmed CPU temps at 68-75℃, and HWiNFO showed VRM at 55-62℃. I finally made the switch
