Why does my CPU throttle during late-game turns in Civilization VII?

Temps spiked to 95℃ during Civ VII calculations, dropping FPS to 60. High Performance mode pushed temps to 98℃. I used GamePP Fan Curve Configuration to max fan speed at 2400 RPM. HWiNFO64 showed temps stabilizing at 78℃ and FPS recovering to 110. The cooler handles the load now, letting me switch to complex strategies without worrying about thermal shutdown or performance loss.
