Why does Palworld stutter when rotating the camera in large bases?

Deploying dozens of Pals for automated production, the screen hitches violently every time I rotate the camera. I first tried lowering the in-game visual effects, but the graphics became primitive while the stuttering remained, leading to a sense of defeat. I used the GamePP Fan Curve Configuration Panel to jump the 70℃ fan speed from 60% to 95% and activated the enhanced fan mode. Frame times converged from 16-45ms to 12-15ms per RivaTuner, CPU temperature stabilized at 71-77℃ per HWMonitor, and fan speeds hit 1600-1800 RPM via GamePP Resource Scheduler.
