Why does Metal Gear Solid V stutter during camera turns on MSI B760M?

During a base infiltration, a quick camera turn caused a tiny pause, which is absolutely lethal in a stealth game. I tried disabling all power-saving options in BIOS, but while temperature rose by 6℃, the stutters remained. I used GamePP Power Plan Switcher to lock the system in Ultimate Performance mode and optimized minimum core states. RTSS showed frame times converged to 11-13ms, and CPU frequency stayed stable at 3.1GHz per HWInfo.
