How to remove 0.2s stutters in Metro Exodus Enhanced Edition?

I was so excited for the visuals, but I suffered from 0.2s stutters with AIDA64 showing memory controller load jumping between 82-88%. I tried enabling low-latency mode in my drivers, but while input felt faster, the frequency of instant frame drops actually increased. I then used the GamePP Memory Controller Load Monitor to adjust timings to 34-40-40-80 and set the power plan to High Performance. RTSS verified that frame time converged to 14-18ms, and HWMonitor showed memory temperatures stable at 58-64℃.
