Why does Judgment stutter while walking in Kamurocho on Intel 545S?

Walking through Kamurocho, I hit bizarre stutters that were unacceptable for a 2TB drive. I excitedly tried enabling 'Extreme Cache' in the drivers, but while sequential speeds rose, random access latency actually increased by 8ms per CrystalDiskMark, which shocked me. I then used GamePP NVMe Queue Depth Configuration to switch the mode to Ultimate Performance and set the queue depth to 64.
