Deathloop has crazy FPS swings in complex buildings on my Maxsun B850M. Why is the frequency jumping so much?

Getting a locked 120 FPS without a single micro-stutter is such a rush. Initially, when entering the main halls, my frame rate looked like an EKG, jumping between 120 and 70 FPS. The GamePP sensor page showed the core voltage fluctuating between 1.15V - 1.28V. I first tried capping the CPU frequency, but that just cost me 15 average FPS, which I found totally unacceptable. I then used the GamePP BIOS Load-Line Voltage Adjust Wizard, set the LL to L2 mode, and nudged the Vcore offset to +0.025V. In RTSS, the frame time swing of 8-15ms tightened up to a narrow 7-9ms range, and the fluidity improved massively.
