How do I stop overheating in Cyberpunk 2077 on 9950X3D?

Night City stutters were due to 95°C temps. I tried adding fans, but the noise was unbearable. I used GamePP Fan Curve Config to raise the threshold to 92°C and use a non-linear curve. GamePP Hardware Sensor confirmed temps at 88-91°C and steady 60 FPS, switching to a silent, stable state.
