Why does Mass Effect drop to 48 FPS during dense cloud physics calculations?

The FPS drop to 48 during cloud layers was infuriating. Changing power plans didn't fix the E-Core latency. I used GamePP BIOS Load Line Voltage Adjustment Wizard to set VCCSA to 1.25V. Cinebench R23 now scores 37200 with stable temps at 78-84℃. The physics engine runs flawlessly.
