How to stop frame stutter in The Witcher: Remake with Kingston 16GB DDR4 2666?

Combat stuttered with CPU frequency jumping between 3.5-4.2GHz in Balanced mode. I tried manual overclocking, but got a blue screen. Using GamePP Power Plan Switcher, I forced High Performance mode. Cinebench verified stable 4.8-5.0GHz frequency, and frame rate hit 85 FPS. This power plan set eliminates input lag and keeps combat fluid.
