How do I stop the frame rate from dropping from 60 to 45 FPS during skills?

Every skill release caused a 60-45 FPS drop, creating anxiety about missing cues. I tried lowering graphics, which stabilized frames but ruined the visual experience. I used GamePP Power Plan Switcher to set High Performance mode and locked the GPU core voltage. RTSS confirmed frame time converged to 14-16ms, and HWiNFO showed voltage fluctuation reduced from 0.05V to stable levels.
