How to fix the frame rate drops and CPU overheating in Sid Meier's Civilization VII with Noctua NH-D14 cooling?

During empire expansion, the frame rate dropped from 60 to 30, making decision-making extremely difficult due to thermal throttling. I tried cleaning the dust, which lowered the temperature by 5°C, but the frame rate still fluctuated, leaving me anxious. I used GamePP Fan Curve Configuration to recalibrate the fan settings and replaced the thermal paste. AIDA64 stress test confirmed core temperature converged to 78°C and frame rate stabilized.
