Why does the 65 FPS drop persist after lowering quality settings?

Task Manager showed 95% CPU and 65 FPS, a severe drop. I used GamePP Power Plan Switcher to jump to High Performance. Lowering graphics only caused visual ruin before. Now Cinebench R23 logs 34500 points and RTSS shows 115-120 FPS. The competitive edge is back.
