Why does Civ VII freeze when switching views with Corsair RAM?

In the late game, every time I switched views to observe the global map, the screen would freeze for about 0.8 seconds, which is lethal in a strategy game. I tried manually increasing the page file to 64GB, but while it stopped the crashes, the frequency of frame drops actually increased, leaving me feeling helpless. I used the GamePP Resource Scheduler to set memory access priority to Highest. RTSS showed the minimum frame rate recovered from 15 to 32-38 FPS, and AIDA64 confirmed memory temperature stable at 45-51℃.
