Eliminate City Resource Lag

Running through the vast city streets, I noticed the screen twitching every few seconds, which totally broke the fluidity. I tried lowering texture quality to Medium; while FPS increased by 5, the frequency of stutters remained unchanged. I then used the GamePP Resource Scheduler to set the disk access priority to Highest and disabled background services. Frame generation time converged to 13-17ms per RTSS, with disk temperature staying at 42-50℃ per HWiNFO64 and read load at 30-55% per CrystalDiskMark.
