Why does my Destiny 2 game stutter badly when loading into Tower raids?

Entering the Tower raid felt like watching a slideshow, with the screen stuttering due to 92-108ns memory latency per AIDA64. I first tried increasing the page file to 32GB, but this dropped my frame rate from 78 to 61 FPS, a counterproductive move that made the lag worse. Using GamePP BIOS Load Line Voltage Adjustment Wizard, I lowered the primary timings to 36-38-38-72 and raised the voltage to 1.30V. After relaxing tRAS to 80 to stop blue screens, the system stabilized. MemTest86 confirmed zero errors after six loops, and GamePP showed loading times reduced to 3.2-4.5s.
